What if lethality and % armor pen were like Sheen spellblade procs
Where only the only that would be the most effective applies.
This would make mixing lethality and last whisper items a waste but keep both around as different build options.
I would include black cleaver in this but that one actually reduces a targets armor instead of ignoring it.
