I don't know what you are talking about. Warwick is a fairly disfunctional champion. His Q mana cost is higher than his ult's mana cost for most of the game; his W becomes useless on the only viable damage build for him; his E is underwhelming as an ability; his ult being point click supression is disgusting; and he has ap scaling for Q, AD scaling for ult(but does magic damage for some reason), and the only viable damage build for him is on hit effects which doesnt follow either of these scalings very well. He has virtually no gank potential outside of his ult(although I would like to note you can gank if you have e and enemy is at your turret pre-6 with good success). His Q has a cast time to it, so you stop to use it if you are chasing someone and they can then get away, it also can prevent it from going off in situations where the heal from it could keep you alive in a fight(get killed before cast time completes) which is always infuriating. And his mana pool is so small, that three Qs will use all your mana, and its your only damaging ability besides the long cooldown ult, and has itself a short cooldown so it ideally should be able to be spammed.
Going back to his W, if you're building him damage, your AS will be close to 2.5 full build(at least the way i build him); if you are going tank, then you're not going to do much damage, why bother with it? The duration is so low it makes barely any difference in a fight, and the AS buff to allies is so low it barely makes a difference too.
Urgot on the other hand has a kit where for the most part things work well together and all abilities function. His E gives his Q and W a slowing effect, his W gives his Q a lockon effect, his passive and his e make him hard to beat in a duel, and while his ult doesn't really fit too well with the rest, it still gives him damage reduction which can help with the incredible duelist feature. His ult is also just a good ability by itself, move an enemy into your team and you into theirs while you get damage reduction and the enemy is feared for a bit, get the heck out and it becomes a 5v4, just need to make sure that you built enough tank to survive with the damage reduction. Urgots flaws are how his ult doesnt flow with the rest of the kit(although i like it a lot), his low mana pool, and how if he falls behind before getting manamune its hard to recover, at least from my experience.
