One of the reasons resistance should make you less tanky is the abundance of true damage and pen.

There hasn't been a significant number of people building full resistance items, think banner, zzrot, locket and stoneplate, as first items for a while. When they were viable enough to be built first (in the case of zzrrot or banner) it was because of the champion playing them had an unhealthy gimmick with them, or because the item active was too good.

Nowadays these items can't realistically be built until third anyway due to lack of hp, and cannot be effectively built because of the excessive amount of true damage and pen in the game right now.

With the popularity of champions that have true damage and pen increasing (Darius, fiora, gp, Camille), tanks can't build items that give only resists anymore, especially early on, unless the active is brokenly powerful (stoneplate, though fiora will totally ignore that you bought it anyway).

The shift away from health makes it even more effective of a purchase, meaning people will try to stack as much of it as possible on their resists, leaving less space for these resistance items, especially when stoneplate exists.

So, if we wanted to make resistance items better on their own, true damage and pen must be reduced.

Pen already has been reduced. The best pen even requires armor to function.

Flat true damage is countered by health, so reducing it makes it somewhat less effective against squishies (not sure if it'll be noticeable though).

Honestly I'm starting to see why mage mains complain that AD is getting too much. AD champions seem to be hitting high AD numbers pretty easily, which makes tanking AD all the harder. I find myself needing maybe two armor items to deal with the single AD threat on an otherwise full AP team.

Maybe AD items could lose some AD?

the problem I face with tanking ad vs ap is that auto attacks don't have a cooldown "D

First they didn't nerf void staff, or any innate pen like Darius e or gp barrel.

Second, they reduced health but didn't reduce true damage meaning the effectiveness of ALL true damage is increased against tanks.

With the increase in resists, true damage is more powerful, but with the decrease in health it is less necessary. That flat true damage is doing more to your hp bar than it did before meaning all champions with it were buffed against tanks. And remember, simply by the fact that they have true damage means that they already had a tool to damage tanks to begin with.
