Yeah but no item should be baught on any champ that can use it in the slightest just because its so strong either..

As you can see in this patch, it cant be nerfed properly. If it does, no one will buy it anymore and it will end up useless. Might as well just delete it item 3070

Riot gives it a lovetap, admits that it's probably not enough but they need better data.. and you somehow conclude from this that it can't be nerfed properly?

Reduce the on hit base or scaling. Reduce the attack speed. Make melee get two stacks every other hit. Make the stack duration shorter. Nerf base stats so it's not as powerful when not stacked. Make thhe AoE a portion of the on hit damage instead of 100%. Increase the cost even more so it's one of the most awkward items in game to build.

There's a bunch of different ways riot could tune the item. The fact that you think it can't be balanced is impressively moronic

Its a weird hybrid item, it certainly cant be nerfed properly without making it totally useless and unviable.

Yes it can. It just has to be brought to a place where it isn't as good as other options if you aren't a hybrid or on hit champ.

It's problem right now is that it's just flat out better than other options. IMO the best solution would be to nerf the base proc damage so it doesn't powerspike so hard and transfer some of the base stats into the stack stats or just reduce base stats entirely.
