So now Gnar has to just constantly auto because he can't kite with the mana costs, and has to purchase mana items that don't help him.

But he won't benefit from that, it will make his champion even worse. He won't have the ability to kite with the mana costs and he is forced to build mana items rather than damage or heavy tank like Gnar needs to. Your changes that you made in your salty state just make some champions even more trash tier, like Shen or Gnar.

Since you seem to be targetting zed, one of the reasons energy exists is to gate exactly how heavily they can spam their abilities in a short period, as their available energy in a given period is constant. With mana, then at 40(/45)% cdr, things would get pretty scary since they'd be able to slice us up repeatedly and there wouldn't be much one to do to stop it. (I know it feels that way sometimes as is, but theres a reason why zed currently is kinda meh in teamfights.)

Assassins are meant to be killers, hence the name assassin...mages have high burst magic, all it takes is one silence, stun, or a lock down on Zed to melt his HP.

Go ahead and say his W and R will keep him safe, yes it will, but like I said all it takes is one hard CC to make Zed go down faster than a virgin on prom night.
