Will Titanic Hydra fix Volibear top's main issue?

Whether we like to think about it or not, Volibear is the one champ that can out-duel nearly ANY champ in the roster just by being there. But his weakness in lane was always lack of waveclear outside of sunfire cape and hopefully getting minions with E.
