Would turning some of electrocute's damage into a bleed (ala Talon P) make it less overbearing?
Or maybe all of its damage, if you were so inclined, though I instinctively doubt that's a good idea.

I wouldn't think all of its damage but maybe some of it wouldn't be awful; it would give dot mages something to take finally other than aery which was a complaint I remember being made when Runes Reforged became a thing.
No. It would only make it even more rewardive to proc it at loser levels due to synergy it would have with Scorch and
