Isn't 7.24B fiora supposed to get a base damage growth, why did Riot change their mind?

Why is riot wasting so much time.... Fiora was a little bad when press the attack was broken but now that press the attack is nerf ... fiora is bad. Like why is Riot wasting time ........... Riot games a million dollars company .... If you think fiora is unhealthy why not give another rework than wasting time
