Can we buff mercurial scimitar?

To either last like 3-4 seconds on its active or shorter cooldowns? I mean we have so many hard core cc champions who can stun and root and etc, that it would be nice to have at least one item to counter the constant chained cc in game. I had 48% tenacity in a game where i went 36/18 as yasuo because someone played nasus mid and even being that far ahead all of the cc and everything just took me out easily. The amount of chain cc is nuts
