Should Riot prioritize Pantheon's VGU over Kayle, Morgana, and Irelia?

Well, Riot already mentioned Kayle, Morgana, and Irelia are strong candidates for 2018's VGUs. And they're right, they could really use an overhaul, particulary Irelia.

However, none of those 3 champions seem to be more in dire need of a rework than Pantheon. Despite them having an outdated kit, K/M/I don't have a toxic playstyle. Playing against them isn't as much of a chore than playing against Pantheon.

I don't think I have to repeat why Pantheon needs a rework. It's discussed all over the boards every time he's at least a little bit popular. Unfun to lane against while being useless late game. Everyone from bronze to challenger can see this.

So, what if Riot places him as the #1 priority after Eve? I can't think of any other champion that needs a VGU more than him. Except maybe Tryndamere and his RNG.
