Why were Swain, Irelia, Akali, and Nunu prioritized over Mordekaiser?

I'm pretty sure that Morde's bugs haven't been fixed because yet he's supposed to receive a VGU sometime soon, but if that's the case, why were the aforementioned champions prioritized for a rework over him? Besides Akali, their gameplay wasn't/isn't really too toxic.

There are factors that influence what champions are being considered for VGUs or GUs - Mordekaiser is indeed up for a VGU officially. Then there are factors that determine what champions are actually worked on. One of them is: Having an idea what to do. The reason why Mordekaiser isn't reworked again yet is that Riot doesn't know what to do with him - yet.

As many others will say, it's not just about which champion needs a rework the most. It's also about how clear a direction the rework teams have, regarding any single champion. None argues that champs like morde (or nunu for that matter) are in dire need of a VGU, for an awful lot of reasons. Problem is, with Morde in particular RIto has so far struggled to find a solid concept for him. Considering how good the reworks are so far, I'd say that it says a lot about Mordekaiser's situation. I mean, champs like warwick, irelia, swain, galio, weren't really standing out in terms of identity. Still, the teams managed to find key elements these champs already had, and improved upon them to develop solid reworks.

WIth Mordekaiser apparently it's far more difficult, as the teams can't really decide what to keep about him and what to take away. At least that's what many Rioters already said in the last couple years.

Who knows. Morde's rework was so shit and riot never touched him after it, so hes in an awkward spot where he barely works in top or mid and doesn't have the sticking power to replace an actual adc in bot lane. I can see why Nunu was picked, because he looks like shit and his kit is crap like just like Morde's, but I think Irelia and Akali could've waited since they were still playable and their visuals look okay.

Say what you want about Swain, Irelia and Akali. But Nunu? Come on, man. Nunu deals less damage than a juggernaut, has no ally defense techniques to be a warden, has no gap closer to be a diver or a vanguard, and has no hard CC to fit either the warden or vanguard archetype. Nunu's kit is just out of date. He doesn't function as any of the proper roles in the game, the closest he has is 'fighter', like a generic fighter with no direct class. That's pitiful.

Probably not the reason, but you have to consider the champion having problems vs the champion creating problems in the game.

In which case, Akali needed a rework at least 5 years ago...

I would just like to remind everyone Akali got a Hold over mini rework. And a Actual Rework before Morde ever got mentioned in a patch note

Honestly I think that when Mordekaiser is going to receive his VGU (when ever it is), it's going to be completely different. In terms of him potentially being a complete different character than what we know as now. His kit, theme and him supposedly being a Juggernaut just didn't turn out to work well.

I know that Riot usually keeps one or two elements of reworked champions to make it feel still somewhat familiar but i'm not sure that this is going to be a case.

I mean take Aatrox for example, REAV3 confirmed on Beyond the Rift that Aatrox was going to be the "biggest pure gameplay update we have ever done" and that all of his "abilities are different, 100%". He continued to say that Aatrox was potentially going to be a Juggernaut, so I see Mordekaiser receiving the same level of gameplay update as Aatrox.

Probably a combination of morde needing a full scale rework and him still popping up as viable in one role or another at the most random times.
