I'm pretty sure this is mainly a result of the new kit he was given in his rework. If Zac had never been changed in the mid-season update, I'm almost positive he would not be picked, banned, or nerfed as much as he is currently.

Nah, high-level players are very knee-jerk and will happily ban away anything that they don't want to try and learn how to deal with. Unfortunately this means they are stuck in a loop of constant banning so they never actually learn how to deal with something that is giving them problems.
