Why does he have two (2) 1.0 AP Ratios in his kit? Is there justification to this? Why hasn't he been fitted to match with other Tank / Engage Supports or is he still considered a "Fighter".

Because Riot refuses to balance Blitzcrank lol. It's not even his hooks that make him OP. It's the fact that he has such amazing scaling (and CC) in his kit. The base damage on his 'q' and his ult is also fairly high as well.

So you see him being played in other places? Cause Zyra was a mid-mage and after her nerfs people began playing her as a support and now Riot has confirmed that they are reworking her into being a Support (that can still mid)

I believe he's allowed to have such high ratios because he has to land his pull for either them to do anything.
