Why are there different tiers of runes?
Wasted IP on trash runes leveling up :(

Drive By Max1 votesThe only ones that are a waste are second tier. First tier work at low levels or for someone who really needs them but don't have the money. Also, you can upgrade them to the next tier of rune.
