I'm hardly an expert, but the time I've put into him makes me think he's a pub stomper, and not much else. He snowballs a lane really hard, to the point that you can be up two kills and even farm, and just start destroying your lane. He is stong enough as a duelist to take on anything in the split push that isn't a late game monster. Unfortunately, most split pushers seem to be late game monsters by nature :(. The problem, as it were, is that his team fight is so underwhelming. His q is relatively easy to dodge, with a wind up similar to Cho'gath q and a knockup radius only half the size, while being absolutely useless for dodging skill shots due to its hover in place at the start. his e, while definitely a strong poke skill, is very hard to land along the last 1/4 to 1/3 of its travel path. His ultimate's burst doesn't scale well, and the blood well increase is only good if you initiate with a less than full blood well, which is usually less than optimal.
He's certainly not optimal, but I feel like he's far from the worst thing you can pick at low elos. It's especially funny when an enemy jungle comes to clean you up after you finish the enemy top lane, and your frankly absurd life steal below 50% allows you to just eat them. I feel like he does what pantheon top used to do, and just dominates a lane for the first 10-15 minutes before falling off exceptionally hard, but unlike panth he doesn't transition into the tank role as well in the late game.
Just my two cents :)!
