@Meddler: The hell's up with PBE?

I get it, you're working with an eye toward World's.

It explains all of the nerfs and buffs to various ADCs, except...well, Jinx. And Brand.

Seriously though, I don't get what you think you're trying to do here. Jinx is already pretty damn powerful in ranked, and in this upcoming patch you're preparing to nerf every ADC that might be considered more powerful than she is. And then on top of that you're buffing her? Do you want to go back to the point where she would just faceroll win lane and snowball off of that into a late game monster?

And then there's Brand. Brand doesn't need any buffs. No, not even on his E, unless you're planning on doing those Rylai's nerfs way earlier than you guys have been indicating you would. When he's already got pretty good winrates mid and bottom, buffs to him are the last thing the game needs to see.

And the less said about the shitstorm that is Riven and Malphite buffs, the better.

So...what exactly are you aiming to accomplish here? Because believe it or not, you guys seem to have some real bad apples in the current PBE barrel.
