practice tool has missing characters

If you're referring to the bots to vs, they've always been missing. The list of bots for customs is even smaller than the coop vs AI list: http://leagueoflegends.wikia.com/wiki/Co-op_vs._AI

There is a pool of 67 champions that the bots can be picked from. They are as follows: Note: Xerath bot is not available in custom games. Note: Sona bot was removed following her remake. Note: Aatrox, Anivia, Azir, Bard, Diana, Draven, Ekko, Elise, Evelynn, Fiora, Gnar, Gragas, Hecarim, Illaoi, Janna, Jayce, Kalista, Karma, Kassadin, Kennen, Kha'Zix, Kindred, LeBlanc, Lee Sin, Lissandra, Lulu, Mordekaiser, Nautilus, Poppy, Rek'Sai, Rengar, Riven, Rumble, Sejuani, Shaco, Singed, Skarner, Syndra, Talon, Thresh, Tryndamere, Twisted Fate, Twitch, Urgot, Varus, Vayne, Vel'Koz, Vi, Viktor, Volibear, Zac, and Zed bot are yet to be added.

Sorry to revive an old post but does anyone know why only certain champs are available to practice against? Are champs like and to difficult for a bot to control or something?
