3 armor quints, 9 armor per level seals and cloth + 5

Why stop at seals and quints? Better go all the way and get armor marks and glyphs.

If you're fast enough you can E to him while he's throwing the spear and Q to trade some damage and heal a little bit of it. If he goes for the stun then he'll exhaust a lot of his mana. Wait for the stun then AA-W and dice back. If he barely does any damage with armor runes, stand still and bait his full combo to deplete his mana then heal it back with potions and Q's.

I pick Riven top against Pantheon and start E. I just bait the Q's until he's about 35% mana then all in him once to deplete it all. By the second all in he won't have mana.

lol I have rune page for going up against AD bullies top, and it is basically that except I use flat armor yellows instead of per lvl. Since I usually play Shyv its nice walking into lane with more than 70 armor and just laughing at renektons/pantheons.
