It is meant to take a long time to level. Riot said it is not something that we should expect to do in days, it's more of a weeks-months thing as it is meant to be a season long progression.

Yeah I've played a LOT for the past two days and I feel like I should've hit honor three at least. This guy down here is level 26 so I'm assuming that he just asked all the noobs to honor him with them not knowing what it is.

I have gotten several keys after the new honor system was introduced. Although i have been honored quite a few times as well.
