Voli's Q use to have much higher speed at all times and not just when running towards an enemy. It now is a slower movement speed boost when running away.

Udyr would also be a kandidate for that mechanic. It would free up some power for him and allow him to be more than just an annoying splitpusher that can run away from any danger later on.
