I wanted max CDR @level 18 with Morello and have been running 15% scaling CDR Glyphs and 1 scaling CDR Quint. I'm wondering if this is really worth it or not. He doesn't have much kill pressure in lane regardless of what you run against competent opponents so I thought this might scale better than 5 AP since he tends to spam Qs. Has anyone tried this and what are your thoughts?
lilpokfluf1 votesI think scalding cdr are pretty good on most ranged mids but I don't think ziggs is a very good place right now unless you main him. He's outclassed by almost every Mage imo. For instance viktor probably clears waves faster than ziggs can and that doesn't seem right to me.

Yeah, I think he's not the best but I like playing him. He's probably a solid C+ in terms of strength.
I've also tried the 30% CDR route and it can work but you get zoned pretty hard by anyone competent. No AP while also starting with a Tear means you automatically give up 20 or more CS in laning-phase barring jungler infuence. I know Ziggs can farm from range but he still has CDs and will also run into mana issues. I don't think Ziggs scales well enough to get away with that. I'd be surprised if this was viable in high Plat+. The extra AP you get from Seraph's is going to be 20+ min in and that's a long time to be at such a power trough. AP Kog (before they ruined him) used to do this but his scaling was miles above Ziggs.
Kiharon1 votesI would agree with your general assessment. Another thing to consider is that Lich Bane works very well with him, so if you plan to buy that as well as Morello, you may consider only taking 10% CDR in runes.
As a personal preference, I actually take a full 30% CDR in runes with no AP and buy Archangel's instead. The power curve is different, but I find that I like it better. Comparing just the items, a completed AA Staff will always provide more AP than a Morello. If you include the AP loss from taking CDR runes instead, you need something in the 1600 total mana range for it to even out.
As far as "mana sustain" goes, I prefer the mana refund on cast rather than relying on getting takedowns to restore my mana.
Comparing the other attributes, AA Staff gives up to 600 more mana than Morello and gives an active shield vs greivous wounds under 35% health for 200g less.
maikokk1 votesi take 10% flat and 10% scaling between glyphs and quints. this allows me 2 10% cdr items... one of them being lichebane and the other being situational (zhonyas usually)
skip morellos altogether imo. you are cheating yourself out of AP buying it.

Another option is to cut away 3 scaling cdr blues for 10% scaling and build 30% cdr items 
(probably the better option; or not let 40% cdr bother you)
The scaling 20% cdr runes definitely outscale for sure though if you go with a 20% cdr build instead.
