They've all be reworked. They're all used at least sometimes in competitive (pro) play.

Not recently, but she had a rework awhile back that got her game time in Worlds that season.

They just took away her inspired minions because they felt it was too much for a "support" mage though, and if you play her you understand how that affects her game play.But you're right if you're only looking at it monthly.

Not that I know of, once they "buff" a champ they normally scale it back down or get rid of something (like a passive).
