I disagree. I think she should have changes yes, but not a full rework.
Diana's biggest problem imo is she has no way out. I know "That's what a diver is" but when you look at the AP items available to her you'll realise she can't really work in the same way as AD divers BECAUSE there are no items for her like there are for her AD counterparts.
One of these two things needs to change for her, but a full rework isn't really the answer.
Since you asked for the opinion of Diana mains, I am not going to vote, but I will write my mind about what I think is strange about her.
I think the simples way of describing her is like a AP Nocturne with less dash range. She is a champion that is supposed to one shot squishy targets, but for some reason has an attackspeed passive.
This passive + her on hit passive and the shield that gets reapplied when she is in combat long enough looks more like a part of a bruiser kit. That together with he gap, closer and pull in ability makes her even kinda similar to Kled in a way.
I compared her to being like nocturne before at being an assassin and she also misses his escape once you engaged. Instead she has the AOE pull in I just mentioned, turning her play style, all together, into dashing in, hopefully killing one enemy, hitting the knock up and hope that the team follows up in that.
Summed up: She is an AP Assassin, with bruiser characteristics (ap bruiser are not really getting supported by items though), and an engage more like a tank. To me, she just feels like she has no actual role. She is more like abstract are in that regard.

Disregarding the bugs she could do with minor changes but the only ability I see that could do with a rework would be E even then it's not absolutely necessary.
Some good quality of life changes would be Moonsilver Blade passive granting moonlight on use and maybe E revealing enemies because of its description granting true sight on enemies hit if not altogether removing that description then allowing moonlight to give you true sight on enemies.
For an E rework I'd like like something that works like Galio's W with an instant cast and hold to cast with properties similar to
's Miasma e.g. instant slow and pull on release with same scale and duration as current (30 to 55 over 2s) whereas holding it would produce an aura effect that slows the enemies around you (like with the concentrated force of the moon or w/e) while also slowing you for 30% with a higher scale of slow like 50/55/60/65/70 over 2 seconds with (2s being the hold duration) with the slow decaying over the duration finally pulling the enemy to you with a slightly increased range. Really gives Diana an oppressive feel plus kinda goes with her no retreat kill your way out lore/attitude she has esp being a fighter/no escape diver.
I think she needs a mini-rework, not a full one. She's too weak prior lvl 6 at midlane because things like Zoe, Yasuo, Zed etc... they have more synergized skills than her's. But I don't think Riot will ever listen a petition like this.
