How Random is ARURF?
It doesn't seem very random lol. Granted rerolls and the bench contribute to that but I see so many of the same champions every game....

Since the all random portion actively seeks to NOT duplicate any champion, that skews the "random" part. Therefore, the person with the least amount of champions has priority here. So that means one tricks or those bastard ARAM accounts that have the same kind of abusable champions will typically get those picks, which explains why you see them so much.
