Why, exactly, does Akali get around 200 movement speed just for hitting me with a spell?

And WHY does it have no cooldown? Why does she run faster than a ghosting Singed AT LEVEL ONE? Never mind dueling or trading with her, you can't even farm safely under your towers. Why?

because her damage is gated behind a position based passive and without it she would have no combo potential

I agree though. It's stupid that she gets such a huge speedboost towards enemy with her passive attack up. It probably needs to exist else you will never hit anybody with it, but it's currently higher than it needs to be.
