Are we ever going to get around to modernizing Singed's passive?

As it stands it's almost as if it doesn't exist. Rylai's is too essential of a rush to bother with the long ramp up time of RoA. It's like, champion with a subpar laning phase has to set himself even further behind to make use of his passive? Tear is even worse, 700g for no combat stats, just mana until sink more Gold into the item.
