Genuine Question: Cooldown Accessibility & Damage
Given how easy it is for virtually every champion in the game to get 40/45% CD reduction (and the few outliers still do exceptionally well with 30/35%), just how damaging to the overall balance of the game would it be if Riot simply hacked and slashed at the CD on items across the board?
The damage output would certainly go down and allow longer games to get items but I’m also considering the flip side for defensive cooldowns necessary to even ATTEMPT to play against base stats/abilities of early-game aggressive champions.
I mean, runes reforged was already a disappointment for many (myself included) as we lost out the opportunity to prepare specifically tuned pages for defense.
I’m much more inclined to believe with all the free stats one can get from the new dragons and keystones and all these other changes over the years, we could probably stand to see periods of longer than 2-3 seconds (if even that long) where NEITHER side is spamming abilities in a team fight and “kiting” actually returning instead of “you moved one pixel over more than you should, get insta-popped”.
But hey, I am no balance designer.
