honor decay

From time to time I get a notice that I've been promoted to honor 3.

and then a few weeks later.. I find myself at honor 2+3bobs.

Why and when did the downgrade happen? If its punishjment for something, its more effective if you tell me WHY it was done. If it's just decay... its stil rather important to let me know why and why it happens?? there was no notice to me.
