Something will need to be done about new spell vamp and Vlad

I honestly don't think it'll be that good. He'll actually become less overbearing in lane, since most of his sustain comes from minions, and 20% -> 15% is a pretty big chunk of spellvamp he won't have anymore. Teamfight sustain is less oppressive since you can coordinate your damage and burst him.
