It's supposed to start at noon PST. That's 2 hours and 35 minutes from the time of this comment.

still no urf and it's been more than that

Almost. Give it 10 more minutes and check again. It should be up on the hour in just a few minutes, but it might be off by a bit.

I swear this topic comes up every Friday.

Every game mode so far been out around 3-4PM for me and that is on the east coast.

Would be great if they advertised the specific server times then because you can't find it anywhere. Isn't Riot based in America? Why are foreign countries ahead of us?

They try and enable (and disable) the queues at approximately the same time of the day (noon in the case of enabling) for each region. The (continental) US spans 4 time zones, so they decided noon PST since they are based in California. If it makes you feel better those foreign countries ahead of us will also being saying goodbye to URF at the end of the weekend before you do.
