can we throw 10% cdr on frozen mallet?

so that all the frozen items have cooldown reduction. makes sense. COLDown reduction. even if they increase the cost by a bit. idk 3200 with 10% cooldown. plz rito. I find that every champion I buy it on needs cdr (ad casters). I mean it won't break the item it will simply be a little more than the shallow item it is right now. I get the passive and its strong. but otherwise the item is very shallow on most champions and most builds and it needs to be a little more complete
