What if Zilean's W could be used on allies?

Title. I've been running this idea around in my head for awhile and wanted to know what you guys thought of it. Theoretically, the skill would be self-regulating in that he would have to decide whether to use it on himself or others, but potential methods of balance if that wasn't enough would be to have a reduced efficiency when used on others. Thoughts?

Feel like that would lead to some really busted combos and skills. Like what if Trundle could end up pincering someone in between two pillars preventing movement or allow some over the top damage like on ahri Q with true damgage or Veigar dark matter fall attack.

i'd imagine people would be locking in annivia and using her ice wall to block minnions from leaving base, This would actually force ur lane to summon super minnions even though you don't have any towers. which tbh is kinda funny because mid lane would be like wtf and then omg as towers get taken by tons of minnions

Eh CDR is too powerful a stat to toss around willy-nilly, you'd basically become a walking "w" machine as you'd be expected never to use it on yourself as the support and only others, taking away your only offensive potential (bomb combo).

Also I feel that making it so you need to self-select would really make his bomb combo clunky, as you need to be pretty fast to get it off usually.

Way to strong

I thought of the same thing but in the form of a summoner spell, and it would probably be too hard to balance. Because of how each champion's cooldowns are tuned, the only way it would have a chance at being balanced is if it was a percentage of CDR and not a flat amount. But even then it'd either be really good or useless depending on the champion and circumstance.

That kind of control over other people's abilities is far too hard to balance so it will not be implemented. There's been thoughts of it with similar champions - for example creating a gate that whatever allied projectiles passed through would get multiplied by 3 but that was also too hard to balance (can you imagine 3 Ashe arrows flying at you?)
