If you're using ban rate as an indicator of strength than Sona's ban rate of 0.5% means she's underpowered.

Cuz there's more problematic champs you need to ban like fizz, zed, stuff like that

Soraka is basically an auto win-lane champion right now. She suffers in the mid and late game for it, but getting your ADC an early advantage can help a lot. I dont think she's a great ban but she's certainly not a bad one.

Janna is super OP right now. She's pretty much impossible to kill and her shield gives massive amounts of AD, not to mention her passive giving huge mobility buffs to her entire team for absolutely no cost. She's great at chasing people down and peeling.

He isnt OP at all. He has a sub 50% winrate and he's heavily outperformed by J4 and Vi in the jungle right now.

He probably isn't banned very often since, while he is very overpower and overloaded kit-wise, there are other bans that take priority. It could also be because people love abusing his OP-state and pick him rather than ban it.

Not to mention that a lot of Lee Sin's power requires a lot of skill in order to pull off. I'm not exactly talking about hitting Qs as much as using ward jumping or Flash to set up the Dragon Rage in the right direction. I would venture to guess that a lot of Lee Sin's ban rate is concentrated at Diamond or above.

Yeah the odds of a good Lee Sin in bronze are quite low but the sheer potential he has in the right hands is ridiculous. I guess its the impossible balance challenge: You have to consider what the champion brings to the table AND what the player adds to it.

The odds are so low that I dodge when my teammate says "Don't worry, Lee Sin is OP, I will carry."

I've seen some Janna's make super big plays, but never have trouble with them in lane. I guess she's for a late game pick more than laning. Haven't had trouble with Raka, since I learned to "not stand in the fire".

Ban rate is only part of the picture.

As for Lee Sin, he should be powerful, anyone wanting him reduced to ash really needs to reevaluate their opinion of balanced.

He isn't in the most banned because he isn't in the most played. He is mechanically higher than some champs and some people just don't have high mechanics. When he is played by someone who knows how to play him it is pretty obvious how broken he still is, he just isn't brought out enough to warrant banning when the easy mode champs are played by everyone.

It takes very little skill to play Jarvan, or Fizz, Or Rek'Sai for example so more people play them because they are easier to learn and get going with much less practice as you don't have an extra skill on every button like with Lee for example.

So while your example probably sounded good to you it isn't actually a valid one considering the above points.

If you were to play Lee Sin and do bad, you might not play him again, same with 10 people, and the opposite would go towards you playing Jarvan, he is much easier so you will have an easier time and higher chance of succeeding, same with the 10 people. Chances are you and those people will play Jarvan a second and third etc time to where a pattern forms, where you see the one...maybe two Lee Sin games, you compare the amount of games between the two and it is pretty obvious at that point which you'd ban.

Lee Sin for the last month is the 3rd most popular champ in solo queue only behind Thresh (who is likely next on the QQ list after people tire of complaining about Lee) and Vayne. He is not a champ who isn't banned because he isn't played.
