Do you think removing creep block is a better idea or toning it down?

I have been playing this game for like a year so I am not very well educated about the mechanics and all. In my recent game, an Akali dived me as Kat. I managed to shunpo out. When she tried to escape the tower aggro, she was blocked by his own minions and was executed.

From my perspective, the player was not at fault. She tried to take a kill as she was at a higher lvl than me. Yet her own minions got her killed.

Do you think creep block should be removed? Or toned down a bit so that wrong plays can be punished
