Why isn't there a rank specific timeout system for trolls?

Someone could troll for years and never get punished as long as they don't type anything. There should be a rank specific timeout system where if you get a certain number of reports from unique people you should't be allowed to play ranked for x number of games. it wouldn't be a ban but rather a timeout. Nothing complicated needs to go on here. Simple and would cleanup trolls from ranked so easy.
