I would assume so, but I don't understand why you would want to use it. The website looks a little sketchy

I'm not sure about that, unless you cite something, riot has always been open to custom skins and dragon timers, ect. Nothing here looks like something that couldn't be done without any programs and just a lot of extra time really. An exploit is typically something that makes the game work in a way it's not intended and could get you banned.

except his not using custom skins, hes getting acess to skins made by riot, even though hes the only one seeing it

This has always been possible, in the early seasons it was as simpler as just moving an easily accessible file around and changing the name, if you have any experience with custom skins, this was actually the easiest thing to do. Then they moved the file for some reason, but iirc it had nothing to do with not wanting players to be able to change them and it was said it was still fine to do.

tbh i don't really care, maybe it's safe, maybe it isn't, either way i wouldnt risk it.

And that's fine for you, you are definitely safe that way, but the OP does care and is looking for an actual answer to his question.

Actually, the only real "problem" may be the jungle timers and the automatic team alert. I mean, the jungle timers for the buffs/Baron/Drag are fine (since they're already in-game) but I'm not totally sure about timers for the smaller camps.

But you could do this with a stopwatch and chat. The kind of thing they don't want the game to revolve around.

Im pretty sure everything it does is clientside, so its most certainly allowed. I think. kek

If that's what I think it is (It allowing you to play any skin even if you don't own it), then that's definitely not ok. Last I checked, Riot's ok with recolors or model switches, but they are not ok with people playing as skins they do not own.

And depending on the alert, that might be not be allowed either.
