Zephyr should grant 0-70% tenacity based on missing hp rather than 35% tenacity

flat tenacity isn't very interesting.

tenacity that "kicks in" when you need it most (when you are on the verge of dying) is a lot more interesting.

Wouldn't this mean Irelia has 100% tenacity when low on hp? Full lifesteal irel unkillable?

crowd control reduction stacking is multiplicative not additive.

If you get stunned for 1.5 sec as an ADC with full hp, you'll likely die aswell.

if you get stunned for 1.0 sec as an ADC with full hp, you'll aren't much less likely to die. It depends on the situation whether or not that additional 0.5 seconds will mean anything or not.

35% tenacity isn't enough to swing it one way or another because generally if a high value target is cc'd for even one second, they will be chain cc'd until they die. You can't evade a skillshot if you are stunned or snared.

50-70% tenacity is enough to make it so that you can become free to move even while the next skillshot cc is midair, so you atleast have a chance to evade chain cc if you are low on hp.

besides, flashy lcs big plays $ $ $

Irelia would have a field day with this.
