Did Riot just removed reworked Quinn & Valor's passive's CD's scaling of crit?

I just checked the new post on PBE of the preseason patch and I found that in Quinn & Valor's changes, the part of their passive didn't included the Harrier cooldown scale off critical strike chance. So did they?
