The State of Swiftness

Many of you probally like the concept of Boots of Swiftness but lately it has seen a lot less play in league. It became a pretty busted item back when it gave more base momentspeed or when the item 3116 meta spiked up. The item itself provide solid benefit but little to no weaknesses for an passive that basicly worked in every situation. I think the best solution right now is buffing the slow resist. But I came with an idea to rework it entirely:

The idea is to change it into a sort of OnCombat version of item 3117. Basicly making it eachother opposites:

#item 3009 Boots Of Swiftness

  • Price: Unchanged
  • UNIQUE Passive - Enhanced Movement: +35 Movement Speed. Increases with +5 Moment Speed every second while in combat (up to 6 seconds). Bonusses decline while out of combat for more than 5 seconds.
  • UNIQUE Passive - Slow Resist: Movement slowing effects are reduced by 45%.

an in combat MS version of Mobis would be overpowered. Its basically a never ending phage proc as long as you remain in combat. Some fights would literally be decided by who gets them. Juggernauts like Darius for example would be a nightmare.

I can't even start to explain why the above would be a bad idea. Lets just say Swifties would become mandatory on any champions with any sort of range. Bonus points if your champ has DoT or runs Dft. The arms race to Swifties would be real.

tbh part of the reason Swifties aren't as popular now is because of Tabi's current state.

swifty was popular as it was super cheap back then. But with lethality champs running around, im forced to buy ninja tabi instead of swifties nowadays.

This would practically be the ultimate Anti kite boots.

Also, chase potential would be a real awkward thing with those boots, Cause either you've catched your opponent, and they can't kite you, or not and they will get away because your now losing ms for being out of combat.

I like the increased slow resist, but that's probably too much. I probably would go over 30% before saying it starts to nullify slows completely in their effectiveness.
