Veigar's changes feel good.

With Veigar being able to build ability power on simply hitting enemy champions with his abilities, he builds AP much faster now, and can now be played into a role where he struggled before. By this I mean support Veigar is now viable. I've gone two games with him in support now and both times I was able to build a pretty good amount of AP and succesfully kept my ADC safe while providing a great deal of lane pressure. While his ult changes feel okay as well. Sure it's not an insta nuke kill ability anymore, but it still works well and still kills my enemies at the amount of health that they normally are when I ult them.

I think I'm going to be using Veigar a lot more in support now.
