why does 
block only ap damage while 
gives extra health (a shield that takes both ad and ap damage) ? shouldn't it give a shield that blocks ad damage only ?
why did i suggest this ? because an ap carry can't kill someone who builds both sterak + maw since he has 2 hp bars instead of one
MasterSomething1 votesMaw was made to counter mages. Sterak's Gage was meant for Bruisers to survive the burst of mages in teamfights. If it begins to block AD damage only, then AP users will see it as viable build against an AD assassin and people will come to the boards to complain about that.

If steraks is being bought to counter AP burst THAT's the problem. When Maw already exists this shouldnt happen.
Maybe reduce ad on maw and give it some health and truly make one an AP and one an AD shield.

I personally agree with OP it should be AD shield.
This is actually a GREAT way to balance this item.
MasterSomething1 votesSo, you want it to run rampant as a counter for ADs? People will then use it to counter ADCs. People will then use it to counter every damn AD out there. It wasn't intended to be built solely to counter burst, it was most likely intended to be used for extra staying power in team fights. I'd rather have an AD meta with a lot of armor items than an AP meta with few magic resist items.
