Lucian should fall off harder late game

I (Personally) think that Lucian has too strong of a late game. The whole point of his kit is to be good in lane and mid-game, but I think that his late game is also too strong, and maybe it should be nerfed slightly.

Maybe his W could use slightly less damage or be on a longer cooldown?
