Is There At Least A Possibility Our Ideas Will Be Implemented In Gameplay?

I started playing this game 2 months ago. Imma noob, so I don't really know how things work around here, but I really like thinking of champions and stuff like that. If I were to post a cool champ idea on the Concepts & Creations page, could it ever get reviewed by a Riot employee and considered as a champion? I have an idea for one and I'm a pretty good writer, but before I start scribbling out lore, is there a point? I see a lot of proposals and I don't know if they're ever given attention. This is a genuine question from a clueless dude, not a complaint about Riot that show up so frequently.

PS - Ok, I know this isn't exactly gameplay and I should maybe post it on the C&C page instead, but I figured it was a question about implementation IN gameplay.
