Has no one at Riot looked at jayce at all?
If there was ever a kit to truly call overloaded, it's Jayce.
He has some of the highest base damages and scalings in the game on all of his damaging abilities. As a simple example: his magic damage DoT on his W alone beats almost every other Dedicated AP DoT ability in the game, in both scaling and base damage, with the exception of Morgana's W and Fiddlesticks R. All of his damaging abilities have equally bullshit amounts of base damage and high scalings to him.
He has equally ridiculous amounts of Magical and Physical damage.
He has low cooldowns as like every other fighter in the game that's causing nothing but a bad experience for other players, he synergizes with builds full of CDR and AD with no draw backs.
His mana issues of olden days are overshadowed by the fact that he only needs about 2 rotations and some auto's to kill basically anyone...... at level 3. Can't kill your lane? Well don't worry! Your W has a built in mana regeneration that gives you mana back PER HIT while in melee form. You'll beable to easily keep enough mana for your abilities as you'll basically have your laner under kill pressure 24/7 so you can free hit minions. However, should you be THAT bad at the champion you can just always go his tear build.
Switching to ranged form makes his next auto attack shred the targets armor and magic resistance for 5 seconds flat up to 25% at max rank.
Switching to melee form gives his next auto attack a sheen like proc and gives him passive resistances that persist while he's in melee.
In terms of utility he has: A knockback, A targeted dash with an AOE damage and AOE slow component, and a movementspeed buff for him AND his team that also increases gives his already high damage ranged nuke more damage, a larger radius, more speed, and also enough range so that the ability turns into one of the strongest siege tools into the game so that he can also be siege mage atop being a fighter/assassin. Remember that this siege ability has 320 base damage at max rank with 120% bonus AD scaling. This is further increased by 40% when sent through his acceleration gate.
He has udyr's passive. Why you ask? Just because.
Did I mention that his knockback also does % Max HP damage as base damage with a 100% bonus AD scaling that adds additional flat damage? Another point to add is that this ability does Magic damage. Not Physical. Magic. But I guess this was kinda a final nail in the coffin to ensure he didn't have any trouble with tanks.
But wait! We have an opportunity! His ability to switch forms must be a slow process and surely his abilities share cooldowns. Except... they don't.
His transformation has no channel time at all so it's instantaneous and his abilities share separate cooldowns so you have a total of 6 abilities that you can use. Also, his transformation ability has a flat 6 second cooldown with no mana cost.
Riot has gone through mana different "Policies" from time to time in their statements addressed to the community. Sometimes they'll claim that they want their game to be a balanced and competitive environment to further the quality of professional play. Sometimes they'll claim they want their game to be all about interactive gameplay that's "fun" for both sides so players of all skill levels can enjoy the game. Other times it feels like they've forgotten both of those claims.
Jayce isn't competitive. His playstyle in a summary is like an even worse syndra. You don't win unless the player themself is incompetent. You "survive" as long as you can by avoiding them and the moment you make a single mistake you instantly pay for it by losing in some major way which is typically a death. Granted he can't overly oppress certain champions but that doesn't mean they have an advantage over him, it means they have something that makes it so the Jayce can't simply mindlessly kill them or else risk death himself. However he can still typically kill them with abit of thought.
Jayce isn't fun to play against. I don't really think any champion is "fun" to play against though that just may be my own opinion. There may be some champions that are rewarding to play against. Maybe like an ADC player feeling accomplished when they can successfully shut down a GP by perfectly destroying all of his barrels.
For all I know Riot could very well be working on Jayce at this very moment and just haven't yet gotten a solid solution outside of the stat nerfs that they typically have to hand out. On the other hand they could very well actually be biased in this case and want to keep him in the same spot. Regardless it just seems like no one has actually looked at this champion at all recently before saying he's "fit" for gameplay. FFS Jayce is basically more assassin than any other actual assassin. If the under performing assassins were given a new ability or had one of their existing abilities buffed to be of equal power to one of jayce's current abilities then there's no question that they'd be back up on their feet.
Though the issues behind why assassins are in the state they're in is a story for another post that's filled with more in depth logic and statistics.
? Jayce isn't really meant for that..
