anti shield item concept

shield breaker - ad, magic breaker--ap (unsure of stats or build paths)unique passive: when an enemy champion gains a shield your next damaging basic atk(ad)/your next damaging spell(ap) on them deals bonus dmg equal to the shield amount.(30 second cd)

maybe an hp version of this for tanks called "mine now" where they steal it instead.

could also make another item like this but for hp instead.

That would be beyond broken and make many supports useless. There is a way that could be done to not be stupid op just not how you put it there.
