Phase Rush removes Tahm's slow during champion Devour

Phase rush has removed Tahm's slow so much, and with the extra movement speed burst it gives, he is pulling champions further than could ever wish to; with less cooldown. There needs to be a coding change so that Tahm's movement speed goes back to the slow movement he had prior to preseason.
