The real issue with adcs feeling like they have burst is RFC and SS

These items front load a lot of power into adcs first autos. This creates the illusion that adcs have massive amounts of burst when in reality, it's just them getting one auto loaded with an extra 30% magic damage then being finished off by sustained damage.

The Solution: Rework energized so it has more of a sustained damage pattern, or flat out remove it.
