[HYPOTHESIS] What if LW and VS had to be activated to give you the penetration?

Last Whisper and Void Staff are items that kinda mess a lot with balance, if one thinks about it. They are incredibly cheap, and have such good cost efficiency for what they do that they're practically imbalanced. They also end up being "no-brainer" items, in that you don't even think about "should I get a Void Staff?", and instead think "When do I get Void Staff this round?".

Morello said a while ago that Riot would look at both penetration items, but nothing came of it. They're still the way they've been for years.

Thus I had a thought: What if you had to activate those items to get a temporary ArPen/MPen steroid instead of the effect being passive?

Note that I do not expect Riot would do this, as it'd be "too much noise" in terms of things to keep track of during fights. But humor me and think about it for a moment. What if you had to activate LW or VS to get that penetration power?

Whisper and Void Staff being cost-effective is completely reliant on a variety of external factors - they're both actually really ineffective per gold point if you try to rush them as a first major item. The only time that was a thing was in Dominion against a full tanky-DPS team, so yeah - not cost-effective as a first buy in Rift, ever. On this note - it's worth pointing out the average game only lasts ~33 minutes and sees ~11,000 gold per player, which is ~1k in boots and three 3k items, along with another 1k in the bank when the game's over after a final team-fight. With this - it's worth noting you'll probably only get to utalize the 3rd major item for the very last conflict in the game, for only 1 fight and a very small portion of the game overall (if that).

As you don't get %armor pen or %magic pen until you complete the entire item of Whisper/Staff, as a 2nd major item they'll only influence around ~1/3rd of the actual game time, and as a 3rd major item (which is fairly common from what I've seen) they only kick in gear at the exact point Riot wants the game to be over, the slate whipped clean, and a victor achieved.

You have plenty of time to exploit %armor/magic penetration not being in your opponent's inventory in several occasions, and if you let late-game champions hit late-game without making a splash mid-game as a mid-game champion, tough cookies.

Note that I do not expect Riot would do this, as it'd be "too much noise" in terms of things to keep track of during fights. But humor me and think about it for a moment. What if you had to activate LW or VS to get that penetration power?

It would have no effect on assassins/burst-casters that already have the play style of combo-bursting things and then fallowing up with re-sets/autos should said combo-burst be successful. As an active or passive, you're window of opportunity is about 4~8 seconds, which an active would cover almost completely.

It would have a devastating effect on sustained/poke damage champions that have the strategy of "ware opponent down so they have the same EHP as a squishy" though. Taking out armor pen from marksman and making it assassin-exclusive probably wouldn't be to bad for the game as marksman already have AD, AS, and Crit, but it would make Vayne Varus KogMaw the holy-trinity of ADCs as they'd muscle through that disadvantage without much of a power loss compared to their allies.

Such a change would be devastating to siege mages like Lux Ziggs Xerath though - as the basic glass-mage build is item 3089 item 3135 where the glass-assassin build is more reliant on item 3100 or item 3285 .

I honestly have never built void staff :T. Am i a part of a different problem or the answer to this one?

Well to be fair, it's been a case throughout history that most tools need to be activated in order to penetrate.

That's not a terrible idea. It could be balanced, but of course the penetration would have to be increased if it was only temporary. Frankly, I don't those items are in that bad of a spot.
