Pantheon is only immobile if you play him poorly (let his Heartseeker Strike run for the full duration always), he has one of the highest base movement speeds of the game and a strong initiating dash/jump.
Why would you make his jump a skill shot? That only encourages Pantheon to run away, which is against his theme and makes his stun less reliable. The reason for his jump is to engage, and setup a Heartseeker Strike. The ability to reactivate Pantheon's passive with his jump would have to be removed as well since it is no longer a pure engage move, which Riot touched on when they allowed it to be used on Monsters and Minions. If you need his jump to run away, either plan the jump with a monster, enemy minion, or enemy champion. If you can't do that, you either need to ward better, or play smarter.
The power of Pantheon's Heartseeker Strike is due to the fact it is a rooted channel. If it acted like Rumble's Flamespitter, it would allow him to be stickier, but would force Riot to nerf the damage and scaling since he could follow them too reliably and it would be a bit too similar to Garen's Judgement.
If a champion facetanks the whole thing, they would take 318 (+3.6 bonus AD) physical damage. The reason it can be that powerful is because it roots Pantheon and can be interupted.
Honestly, Pantheon is in a good place right now balance wise, what he really needs is a visual update.
