Question for PBE folks

After to listening to Phreak's informative rundown of the current Keystone masteries I am wondering if anyone has been playing around with Cunning's Stormraider Scurge and Thunderlord's Decree for slow hard hitting lanning champs,

Specifically champs that have the ability to go in hard on a trade or poke for example, Mordekaiser's Q and E seem to be ideal for Hit & Run playstyles since his Q will undoubtedly chunk 30% HP in 2 seconds. While Poking with E overtime will allow these type of champs to force an effective lane trade.

I am curious if this in theory works out for these slow, yet hard hitting champs. I feel like the somewhat overlooked Stormraider might be a ridiculous mastery for hard burst engages with an escape these champions need.
